Up until 2019, it was virtually impossible to get an objective list of the best cities to live in India. Most of the lists on the net were subjective compilations of what the writers probably thought were some good bets as any.
But in 2019, the Ministry of Housing and Urban Affairs bought out India’s first report on the top cities and towns in the country. Called the ‘Ease of Living Report’, it categorised the top urban centres on different indicators that were further segmented under four heads (called Pillars): Institutional, Social, Economic and Physical.
These indicators and heads were refined the next year. The second report that came out in 2020 had three heads: Quality of Life, Economic Ability and Sustainability to replace Social, Economic and Physical heads of the 2019 report. A fourth one: Citizen Perception replaced the Institutional segment. This new pillar gauges people’s reactions to their city instead of measuring government initiatives.
Note: The last report came out in 2020 based on data collected in 2019. The lockdowns and disruption to regular life in 2020 and 2021 meant no report came out in 2021. It is highly likely the next report may come out in 2023.
The report is prepared by The Institute for Competitiveness, the Indian unit of Harvard Business School based Institute for Strategy and Competitiveness set up by Professor Michael Porter to further research and knowledge on competition and strategy. The data collection was done by Karvy Insights Ltd.
The extensive data collected allowed the Ministry to create a near-comprehensive Ease of Living Index that ranked 111 cities on a single points-based scale. We bring to you this list below. In addition to giving you the scores for each city, we have also added a significant data point that adds to quality of life but is not covered in the Ease of Living Report likely due to it being a natural event outside human control: the weather.
We have included the weather because it has a definite role to play in the psychological temperament of the individual and consequently the society at large. You may even think of this list as the list of best places to retire in India for this reason.

Conclusion
Does the EOL survey really define the best cities to live in India?
There is no definite answer to this question but in the absence of any other fact-based survey, we believe this is a good starting point. It can definitely be improved by taking more cities under its purview and we hope that will be the case in the future years. But as of now, we at least have 111 cities to start with.
